Philadelphia will be enacting new safety training requirements by September 30, 2015. The new code changes to Philadelphia Code, Title 4, Subcode A, Section A-1001.4 will require all workers directly performing construction or demolition activities where permits have been issued will be required to complete OSHA 10 safety training. This applies to all employees of licensed contractors (including plumbing, electrical, fire-suppression and warm-air contractors) and state-registered home improvement contractors.  The department of Licenses and Inspections may require an employee to furnish proof of required training upon request.

In addition, contractors licensed under Section 9-1004 of the Philadelphia Code must employ at least one supervisory employee who has completed OSHA 30 safety training (or equivalent)   within the past 5 years.  This does not apply to plumbing, electrical, fire suppression and warm air contractors.

After September 30, 2015 all new applications for contractor licenses will require the identification of a supervisory employee and proof of 30 hour training. This also applies to all Contractor Licenses that will expire on or after March 31, 2016. However this does not apply to the renewal of licenses set to expire on March 31, 2015.
